The Transportation Ministry has officially prohibited all transportation operators from serving passengers in the areas enforcing Large-Scale Social Restrictions (PSBB). Violators of the ban will be subject to administrative sanctions up to the revocation of their business license. These sanctions will be applied from May 8, 2020 until May 31, 2020.

The Minster of Public Works and Housing, Basuki Hadimuljono, has released the license to temporarily stop the operation of the Elevated Jakarta-Cikampek Tol Road. PT. Jasa Marga (Persero) Tbk, as the concession holder, will follow through with the license and temporarily close the tol road for operations, effective Friday today (24/04). Corporate Communication & Community Development Group Head of PT. Jasa Marga (Persero) Tbk., Dwimawan Heru Santoso, explained that the closure will affect both directions of the tol road.

The DKI Jakarta Department of Labor, Transmigration and Energy has confirmed that they have temporarily closed down 71 companies during the Large-Scale Social Restrictions (PSBB) in Jakarta. 12 of these companies are from Central Jakarta, 17 from West Jakarta, 16 in North Jakarta, 3 in East Jakarta and 23 in South Jakarta. These companies will be cosed until the PSBB period has been lifted. The head of the Department, Andri Yansah, stated that in total there are 502 companies violating the PSBB regulation, although not all are closed down. 355 of the companies are given warnings, while 76 of the violators own an operational permit from the Minsitry of Industry.

The Coordinating Minister for Economic Affairs, Airlangga Hartanto, has stated that retail sales for February 2020 is minus 1.9 percent compared to the same period the previous year. Airlannga said the plunge in retail sales in February was caused by reduced public consumption amid the corona virus pandemic. Airlangga also stated that he guaranteed the stabilization of prices for the availability of staples, especially during Ramadan. He said rice stocks were safe for the next three months, while for garlic and sugar the government had agreed to import.

According to the Minster of Transportation Regulation Number 25 of 2020 concerning Transportation Control during the Idul Fitri Mudik Period, domestic flights to be stopped are flights to and from areas implementing Large-Scale Social Restrictions (PSBB) and areas designated as red zones. Other than those areas, domestic flights are still allowed. This has been confirmed by the Ministry of Transportation Spokesperson, Adita Irawati.

PT. Angkasa Pura II (Persero) has confirmed that Soekarno Hatta International Airport will not be serving commercial passengers starting from 24 April 2020 until 1 June 2020. The Operator of the airport stated this will be a temporary status. Senior Manager of Branch Communication and Legal of the Airport, Febri Toga Simatupang, has suggested for those who have already purchased a ticket to contact the airline for a refund or to reschedule the flight.

East Java Governor Khofifah Indar Parawansa has officially established the Large-Scale Social Restrictions (PSBB) in Surabaya, Gresik and Sidoarjo, to be effective starting 28 April, 2020. Khofifah said that the PSBB in the three regions in East Java, which are incorporated in Greater Surabaya, will last for 14 days, starting on Tuesday (4/28), until Monday (11/5).

The Ministry of Transportation has implemented a restriction on both two-wheeled and four-wheeled vehicles from leaving and entering the Jabodetabek (Jakarta, Bogor, Depok, Tangerang, Bekasi) area. The Director General of Land Transportation, Budi Setiyadi, has stated that in KM 31 of the Jakarta-Cikampek Tol Road, private vehicles will be ordered to turn around towards Karawang to return to Jakarta starting 24 April, 2020. He stated in the Bekasi Karawang border area, the government has established a post, stationed with police, traffic wardens and military personnel.

The government has decided to stop all commercial air transportation services, effective from 24 April, 2020, until 1 June, 2020. Director General of Air Transportation, Novie Riyanto, stated that this flight ban will be on  both domestic and international flights, and for both scheduled and chartered flights. The exception will be for state leaders, state and international organization representatives, and repatriation flights of locals or foreigners with the permission of the Minister.

One critique of the first period of PSBB was that there were no concrete sanctions. Wit the extension, the Jakarta administration, along with the Jakarta Police, will more strictly enforce the policy regulations to both people and companies who violate the PSBB policies.

The Karawang Regency administration has decided to be more aggressive in the handling of the COVID-19 pandemic. As of Wednesday, April 22, 2020, the number of COVID-19 cases in Karawang has reached 75. The regional secretary, Acep Jamhuri, has stated that the administration will prepare to apply for Large-Scale Social Restrictions (PSBB). If the application for the PSBB is denied, he stated that the administration will implement social restriction policies that are not too different from the PSBB policies.

The Jakarta administration has announced that the Large-Scale Social Restrictions will be extended until May 22, 2020. The Jakarta Governor, Anies Baswedan, has made the decision to extend the restriction for another 28 days. He has also said that the administration along with the Ministry of Industry are reviewing the business that has previously received permits to continue operations during the PSBB period.

The Ministry of Industry has issued 11,172 operational and mobily permits (IOMKI) for companies nationwide to operate during the government's Large-Scale Social Restrictions (PSBB) amid the COVID-19 pandemic. Chemical, Pharmaceutical and textile industries account for the largest number of permit recipients, at 4,383 companies, followed by metal, machinery, transportation and electronic industries, with 3,518 companies. The Health Minister's PSBB regulation requires all workplaces, execpt those in essential sectors, to be closed and implement WFH policies. The regulation stipulates that manufacturing factories could continue their operation if they receive a permit from the Ministry of Industry and strictly implement health protocols.

People of Jakarta will still be able to travel to Jakarta's satellite cities during the mudik ban. The Jakarta Police Director of Traffic, Sambodo Purnomo Yogo, has confirmed that the movement of people in the Jakarta Police's jurisdiction will still be allowed, and that restrictions will only be place for people of the Jabodetabek area who wants to leave to another province. People leaving the Jabodetabek area will be asked to turn around by the stationed officers. Logistic vehicles will still be allowed to cross the province.

The Jabodetabek-Jabar (Jakarta, Bogor, Depok, Tangerang Bekasi and West Java) Regional Jasa Marga (Tol Road Operators), will establish checkpoints in three points located in tol roads in the Jabodetabek Area. Head of the Jabodetabek-Jabar Regional Jasa Marga, Reza Febriano, has said that a survey has been conducted this morning (22/04) with the Police Directorate of Traffic to locate a suitable location for the planned checkpoints. There will be one in the west, the Jakarta-Tangerang Post, one in the south, in the Jagorawi tol road, and another in the east.

The Coordinating Minister of Economy, Arilangga Hartanto, has said that the Government will expand the business sectors which will receive tax relief during the COVID-19 pandemic. The business sectors include large-scale trade, repairs and maintenance of cars and motor cycles, mining, manufacturing, electricity, gas and energy, agriculture, construction, logistics, hospitality, food and beverage, insurance, real estate, professional services, tourism, education and other services. In total, the new regulation on tax relief will cover an extra 761 Business Classifications, which will also include businesses in Bonded Zones.

The Provincial Government of DKI Jakarta claims to have finished evaluating the implementation of large-scale social restrictions (PSBB) in dealing with the spread of the corona virus (Covid-19). From the results of the evaluation, the DKI Jakarta Provincial Government decided to extend the PSBB, as confirmed by Chairman II of the Jakarta COVID-19 Tas Force, Catur Laswanto. However, Catur did not explain in more detail the results of the evaluation of the implementation of the PSBB in the Capital. He also did not convey when the request for extension of the PSBB was submitted to the Minister of Health Terawan Agus Putranto. In the Minister of Health Regulation No. 9 of 2020 concerning the Guidelines for the Implementation of the PSBB it is explained that the application of the PSBB can be extended if there is still evidence of the spread of the virus.

The DKI Jakarta administration will be allowed to extend the duration of the Large-Scal Social Restrictions (PSBB) after it has received authorization from the Ministry of Health. The administration must also conduct an evaluation of the first PSBB, from 10-23 April, 2020. The Director General of Disease Mitigation and Control of the Ministry of Health, Achmad Yurianto, has stated that all the applicant of an extension must do is to evaluate and apply for an extension, although he has not confirmed whether or not the Jakarta administration has applied for such an extension or not.

The Ad-interim Minister of Transportation, Luhut Binsar Pandjaitan, has confirmed that the mudik ban will be applied to the Greater Jakarta areas, namely, Jakarta, Bogor, Depok, Tangerang and Bekasi, that implement Large-Scale Social Restrictions (PSBB) and the red zones. He has also stated that means of public transportation inside the area, such as the KRL, will continue to operate. The ban will be effective on Friday, April 24, 2020, until May 7, 2020.

The Bandung City Government issued regulations relating to the use of private vehicles during the period of Large-Scale Social Restrictions (PSBB) during the corona virus pandemic today. Article 21 of the Bandung City Mayoral Regulation contains several provisions that must be followed by private vehicle users. One of them contains mandatory rules for the use of privately owned two-wheeled and four-wheeled vehicles that are permitted during PSBB application. 4 wheels and 2 wheels, are used only to fulfill basic needs and or other activities that are permitted during PSBB. Drivers must also disinfect vehicles after they are used.

Minister of Health Terawan Agus Putranto has approved the Large-Scale Social Restrictions (PSBB) proposed by East Java Governor, Khofifah Indar Parawansa. The three regions approved for PSBB implementation are Surabaya City, Sidoarjo Regency, and Gresik Regency. The Minister's decision is written in the Minister of Health Decree Number HK.01.07/Menkes/264/2020, signed 21 April, 2020.

As of the 12th day of Jakarta's Large-Scale Social Restrictions (PSBB), the Jakarta Bureau of Labor, Transmigration and Energy (Disnakertrans) has temporarily closed 34 companies violating the PSBB policy. The Head of the Jakarta Disnakertrans, Andri Yansah, has said that the closed companies did not comply with the policies regulated in the Jakarta Gubernatorial Regulation Number 33 of 2020 regarding PSBB Implementation. These 34 companies are spread out across 4 regions, 9 in Central Jakarta, 14 in West Jakarta, 4 in North Jakarta, 6 in South Jakarta and 1 in East Jakarta. Other than the mentioned companies, 44 other business entities have been given warnings based on the license given by the Ministry of Industry.

He states that as Jakarta is the regional epicenter, Bogor, Depok and Bekasi must extend the policy if Jakarta does as well.

The Director General of Land Transportation of the Ministry of Transportation, Budi Setiyadi, has said that the Ministry has prepared plans to regulate the implementation of the mudik ban. The plans include limiting traffic, where public and private transportation will not be allowed to enter and exit designated COVID-19 red zones. He states that interprovincial roads will not be closed as the government will not prohibit transportation of goods and logistics from operating.

President Joko Widodo has announced his decision to ban the Idul Fitri exodus (mudik) to curb the spread of COVID-19 ahead of Ramadhan. He has said that based on field research and a survey conducted by the Ministry of Transportation, 68 percent of people has decided to not participate in mudik, while 24 percent still insisted on leaving and 7 percent has already left.

The Indonesian Government is set to evaluate the implementation of Large-Scale Social Restrictions (PSBB) as many non-essential workplaces are still ignoring the policies and requiring their workers to come in for work amid physical distancing requirements. Chief of the National COVID-19 task force, Doni Monardo, has said that based on his agency's monitoring, the policy had been effective to a degree, but there were still some companies neglecting the distancing rules.
